The name Joshaviah consists of two elements, the final one being יה (Yah), which is an abbreviated form of the Tetragrammaton יהוה, YHWH, or Yahweh.
The first part of our name comes from the verb ישה, which unfortunately isn't used in the Bible:
For a meaning of the name Joshaviah, NOBSE Study Bible Name List reads Yahweh Is Equality and Jones' Dictionary of Old Testament Proper Names has Set Upright Of The Lord. BDB Theological Dictionary does not translate the name Joshaviah but does list it under the root ישה.
