מנע
The verb מנע (mana') means to withhold, keep back or refrain. This verb is often used to describe God's power to withhold something, like rain (Amos 4:7), offspring (Genesis 30:2) or blessings (Jeremiah 5:25). The wise man does not withhold good from those to whom it is due (Proverbs 3:27) or discipline from a child (Proverbs 23:13).
